Factum has completed an official-address reconciliation for a bounded City of Los Angeles compliance snapshot. A fresh official query on August 15 reproduces 11,251 unique 2025 program Building IDs and exactly 1,334 after the accepted greater-than-50,000-square-foot, known-type and five-residential-category exclusion. The portal's 96,211-row live total is a cumulative multi-year program table, not a building denominator. Official BOE sources establish the logical address-to-PIN/PIND-to-APN path, but none exposes an archived changelog for the required date. The immutable August 11 bytes and row-level manifest remain missing, so candidates are not accepted physical buildings.
What the current denominator means
This Public Seed documents the accepted 1,044,800-row August 14 BOE address snapshot and the deterministic match method. The live address source advanced to 1,044,808 rows and the APN crosswalk to 1,032,639 rows by the August 15 audit; those later mutable tables are diagnostics, not substitutes for the missing August 11 inputs. Program IDs, reported addresses, PINDs, APNs, parcels, buildings, and campuses remain separate while 799 unmatched records and the conflict partitions are reviewed.

Distinct 2025 EBEWE Building IDs captured August 14, 2026 after applying area and non-null property-type conditions but before the five now-recovered residential exclusions. This later-vintage diagnostic is intentionally incomplete and does not replace the accepted 1,334-record snapshot.

The live official EBEWE source returned 11,251 rows and 11,251 distinct Building IDs for program year 2025; the exact accepted predicate still returns 1,334 rows and 1,334 distinct IDs. This is a mutable diagnostic only and cannot replace the missing August 11 filtered artifact.

All live rows across program years in the official portal. Building ID values repeat across years, so this is a cumulative reporting-record denominator, not a distinct physical-building count.

01How many large Los Angeles buildings did Factum find?+
The source screen contains 1,334 program records, not 1,334 verified buildings. It may include campuses, reported multi-building properties, duplicate addresses, and self-reported property boundaries.
02How many records matched an official address?+
Five hundred thirty-five matched under exact or direction-normalized exact-ZIP rules. Of those, 516 currently form one-PIND/one-APN candidates; no candidate was promoted to an accepted building identity.
03What conflicts remain?+
Nineteen matched rows are PIND/APN ambiguous or missing and 799 remain not exact-matched. The 53 AIN-suffix contradictions and 45 rows in 17 duplicate normalized-address groups are overlapping quality-control flags, not additional outcome buckets.
04Does this cover the full metro?+
No. The source is limited to the City of Los Angeles. Los Angeles County outside the city and all of Orange County remain outside this bounded source layer.
05Can these candidates be used for dispatch?+
No. Graph Mapped, Verified, and Dispatch Ready are separate states; this metro packet has zero records in each state.
06Can the missing August 11 source file still be recovered?+
Possibly, but not from the public evidence currently available. Socrata documents at least 30 days of retention for files uploaded through DataSync, placing August 11 inside the stated interval on August 14. That documentation does not prove this LADBS dataset used DataSync, and the archive path requires publisher rights. The live export cannot substitute for the missing bytes.
07Does the public Socrata revision record recover the missing August 11 snapshot?+
No. The public revision endpoint exposes a browser-created revision from July 2019, not an immutable August 11, 2026 source object or row-level manifest. Current mutable exports and that older revision cannot verify the accepted snapshot's bytes or hashes.
08What did the latest artifact audit prove?+
It proved the official EBEWE metadata state and source-update boundary, but not the target bytes. A fresh 52,490-byte metadata response hashed to 9a532f4d97591dc97b2a975c8060f2d5e641dd85c0959564ca90e7d4a055d437, while an earlier same-length receipt had a different hash; both are mutable metadata diagnostics, not target-era data artifacts. The source reported an August 9 update, while the address and APN sources had moved to August 14, so none can reproduce the August 11 crosswalk without contemporaneous inputs.
09How do the official Los Angeles address and parcel keys relate?+
The BOE address source carries PIN and PIND, while the APN source relates APNs to parcels through PIN; PIND is the dashed form used by related tables. EBEWE publishes only the final three AIN digits, so it cannot be joined directly to a full APN. The path is authoritative, but current sources cannot be backdated to August 11.
10What did the August 15 recovery audit establish?+
It independently reproduced the accepted 11,251-row 2025 source and 1,334-row filter, but recovered no immutable August 11 artifact. The live BOE address and APN tables had advanced to 1,044,808 and 1,032,639 rows after the target date, so they were retained only as mutable diagnostics.
